SPRINGFIELD – On the last possible day, the federal Centers for Medicare and Medicaid Services approved Illinois' proposed hospital tax plan, enabling the state to capture a much-needed $430 million boost in federal funds.

Rend, 28, filed last week to run for mayor of Urbana as a Republican and he turned out to be the only GOP candidate for the office. But last Thursday, he got cold feet, went to the Urbana city clerk's office and filed a form officially withdrawing from the race.
