December general meeting. Program: Peter Tracy, executive director of the Champaign County Mental Health Board and the Champaign County Developmental Disabilities Board will speak on "The Funding Crisis for Social Services." The two boards have statutory responsibility to plan, fund, monitor, and evaluate our local systems of care for persons with behavioral health disabilities. In his role as executive director, Tracy pays attention to factors that affect the not-for-profit, community-based, service system in Champaign County. He will discuss how the current State of Illinois funding crisis, with its severe budget cuts and "lengthened payment cycles" (a euphemism for not paying bills on time), has combined with intense competition for gifts from private donors to undermine local efforts to establish partnerships and collaborations between social service agencies. An informal "brown bag" social period will begin at 11:30 a.m.
