Sealed bids for Route 1 Watermain Replacement will be received by City of Hoopeston at City Hall, 301 W. Main Street, Hoopeston, IL 60942 until Thursday, August 27, 2015, at 2:00 p.m. local time, and shall include the following schedule and approximate quantities:
10”, 8” and 6” PVC SDR21 Watermains Open Cut and Backfill Method (approx. 8 LF of 10” dia., 267 LF of 8” dia., and 45 LF of 6” dia.).
8” PVC SDR21 Watermain Directional Boring Method (approx. 1,595 LF).
8” PVC SDR 21 Watermain in 15” PVC SDR35 Casing Pipe (approx. 88 LF), including casing spacers, end seals, and other accessories.
Various fittings, valves, valve boxes, fire hydrants and other accessories, including removal and delivery of existing fire hydrants, and re-connection of existing water services.
Erosion and Traffic Controls.
Site Clean-up, Finish Grading, Restoration, Seeding, and Mulching.

The Bidding Documents, including Project Manual and Construction Drawings are available for download from the Engineer (Farnsworth Group, Inc.)’s website - http://bidlist.f-w.com/ - in the Portable Document Format (PDF) at no charge.
In order to receive an access for downloading the Bidding Documents, any Bidder or potential Bidder must first complete registration at the above website. Any Bidder or potential Bidder who fails to register cannot be assured that they will receive any Addendum or Addenda to the Bidding Documents. Failure to acknowledge receipt of any Addendum or Addenda on a Bid Form may result in the Bid being rejected.
Each proposal shall be accompanied by a Bid bond or certified check equivalent to 5% of the maximum proposal.
Prequalification of Bidders will not be required.
The Owner reserves the right to reject any or all Bids, waive or not waive any informalities in the Bids received and to accept any proposal which is deemed most favorable to the interests of the Owner.
A pre-bid meeting will not be held at this time.
No Bidder may withdraw his Bid within 60 days after the actual date of the opening thereof.
Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on the project, and that the Contractor must ensure that the employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.
This Project falls under the jurisdiction of the Illinois Prevailing Wage Act (Ill. Comp. Stat. Ch. 820 ILCS, ACT 130/1-12) which requires payment of Prevailing Wages and the Illinois Preference Act (Ill. Comp. Stat. Ch. 30 ILCS, ACT 570/1-7) which concerns the employment of Illinois workers on public works projects. The Contract shall be subject to wage rates established by the Illinois Department of Labor. See Prevailing Wage Rates, Section 00 73 46 of these Documents.
Attention is called to the provisions of the Fair Employment Practices Act of the State of Illinois, and particularly to the provision of Section 4 thereof. The Contract entered into shall be conditioned as provided by law.
Attention is called to provisions of the “Illinois Workers on Public Works Act”, Chapter 48, Sections 269-275 of the Illinois Revised Statutes. The Contract entered into shall be conditioned as provided by law.
Bidders will be required to comply with the Presidents Executive Order No. 11246, as amended. The requirements for Bidders and Contractors under this Order are explained in 41 CFR 60-4.
Other pertinent information applicable to the form of the Bid, the manner of its submission, and the documents which must accompany it are included in the Specifications and other contract documents, all of which are, by this reference, incorporated herein and made a part hereof.
