The Owner will receive sealed bids for construction of paved pathways at Wheatfield Park, Urbana Park District, Urbana, Champaign County, Illinois. The Wheatfield Park 2014 Accessible Pathway Project entails construction of new concrete pathways, water service line and water fountain installation, excavation, transportation of excavated soils, placement of soil, and site grading.

Sealed Bids for a Unit Price Contract will be received until 2:00 p.m. prevailing time on Monday, May 5, 2014, at the Urbana Park District Planning and Operations Office, 1011 East Kerr Avenue, Urbana, Illinois 61802, at which time and place all bids will be publicly opened and read aloud.

One complete set of Contract Documents may be obtained at the offices of the Owner at no charge to the contractor. Additional sets are available upon payment of $30.00 for each additional set in currency or by check, bank draft, or money order payable to Urbana Park District. Each such deposit will not be refunded. Partial sets of documents will not be provided. Only Plan Holders of Record that obtain documents from the Owner may submit Bids for this Project.

The Commencement Date for all Work contained in the Contract is June 6, 2014.

The Substantial Completion Date for all ALTERNATE 1 Work contained in the Contract is June 27, 2014, as set forth in the Instruction to Bidders.

The Substantial Completion Date for all other Work contained in the Contract, except seeding, is August 1, 2014, as set forth in the Instructions To Bidders. Seeding shall be completed as soon as weather permits.

Each Bid must be accompanied by a Bid Bond, bank cashier's check, or properly certified check made payable to the Urbana Park District in the amount of five percent (5%) of the total amount of the Bid. As soon as the Proposals have been compared, the Owner shall return the Proposal Guarantees of all except the two lowest responsible Bidders. The Proposal Guarantees of the two lowest Bidders will be held until receipt of a signed Contract, Payment Bond and Performance Bond. When the Contract is executed, the Proposal Guarantee of the one remaining unsuccessful Bidders shall be returned. The Proposal Guarantee of the successful Bidder will be retained until the Payment Bond and Performance Bond has been provided, a Contract executed, and adequate insurance coverage provided, after which it will be returned.

A Payment Bond and a Performance Bond (AIA Document A312a) in the total amount of the Contract price with a corporate surety approved by the Owner will be required for the faithful performance of the Contract.

The Contractor shall be required to provide certificates of insurance as indicated in the documents. Contractors will be required to comply with all Federal, State and Municipal laws and regulations, including those related to discrimination, prevailing wage, safety, bid-rigging, human rights, preferential employment of Illinois labor and equal opportunity employment.

The Owner encourages minority business firms to submit bids on the project and the successful bidder is encouraged to utilize minority businesses as subcontractors for supplies, equipment, services, and construction.

The Owner reserves the right to reject any and all Bids, to waive any formalities or inconsistencies in the Bids, to reduce the scope of Work to accommodate the Project budget, or to continue the letting from time to time as deemed in the best interest of the Owner.

All Bidders must be experienced in the type of Work in the Contract Documents and Specifications. The Owner reserves the right to make such investigations as it deems necessary to determine the competency of Bidders.
