Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on the project, and that the Contractor must ensure that the employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.

This Project falls under the jurisdiction of the Illinois Prevailing Wage Act (Ill. Comp. Stat. Ch. 820 ILCS, ACT 130/1-12) which requires payment of Prevailing Wages and the Illinois Preference Act (Ill. Comp. Stat. Ch. 30 ILCS, ACT 570/1-7) which concerns the employment of Illinois workers on public works projects.

Attention is called to the provisions of the Fair Employment Practices Act of the State of Illinois, and particularly to the provision of Section 4 thereof. The Contract entered into shall be conditioned as provided by law.

Attention is called to provisions of the "Illinois Workers on Public Works Act", Chapter 48, Sections 269-275 of the Illinois Revised Statutes. The Contract entered into shall be conditioned as provided by law.

Bidders will be required to comply with the Presidents Executive Order No. 11246, as amended. The requirements for Bidders and Contractors under this Order are explained in 41 CFR 60-4.

The Vermilion County Housing Authority (VCHA) is inviting sealed Bid Proposals from interested and qualified parties for the HVAC replacement project at Richie Manor in Georgetown, IL, generally including all labor, supervision, materials, supplies, transportation, equipment and services necessary and required as set forth in the Contract Documents.

Separate sealed BIDS will be received by the Vermilion County Housing Authority at the address listed above until 10:00 a.m. CST on Wednesday, May 17, 2017, at which time the bids will be publicly opened and read aloud.

The Bidding Documents are available at the Architect's project bidding website, http://bidlist.f-w.com/. A certified check or bank draft payable to the order of the Vermilion County Housing Authority or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (5%) of the total Base Bid shall be submitted with each Bid. The bid guarantee shall insure the execution of the contract and furnishing of a method of assurance of completion. Failure to submit bid guarantee with the bid shall result in rejection of the bid.

The Vermilion County Housing Authority intends to award one contract on the basis of lowest and most responsible base bid for all work to be performed. The successful bidder must be prepared to begin work immediately upon notification of award. The Vermilion County Housing Authority reserves the right to reject any or all bids or to waive any informality in the bidding process.

All bidders must sign and submit all forms in Specification Section 00 6005 including the Section 3 Clause and Section 3 Assurances. Contractors awarded a contract must comply with HUD's regulations in 24 CFR Part 135, which implements Section 3.
