1.04 TO: POTENTIAL BIDDERS
A. Your firm is invited to submit an offer under seal to Owner for construction of a building located at East Side Park in Tolono, IL. Bids are due at the office of the Architect before 2:00 pm local standard time on the eighth day of August, 2014, for the following project: Tolono Park District Concession Pavilion.
B. Project Description: New construction of a park concession building and pavilion. Work will include some work performed by Owner, also acting as Construction Manager/Project Coordinator. Building will be a gabled structure, concrete slab on grade, reinforced concrete masonry walls and columns, and pre-engineered wood trusses. The project will include new plumbing and electrical work, new doors, frames and hardware, new restroom partitions, fixtures and accessories. Base bid will include asphalt shingle roof system; Alternate Bid #1 is for metal standing seam roof system. See below for further divisions of work.
C. The project will be bid under a CONSTRUCTION MANAGEMENT format. Construction Manager is Tolono Park District, also called Project Coordinator. The work will be divided into various bid packages as follows. SEE SECTION 01 1200 - SUMMARY OF MULTIPLE CONTRACTS for contract descriptions.
1. Contract #1 (BY OWNER) - Site Work, Excavation, & Concrete, Painting
2. Contract #2 - General Trades, Carpentry
3. Contract #3 - Masonry
4. Contract #4 - Plumbing
5. Contract #5 - Electrical
D. Bid Documents for a Stipulated Sum multiple prime contracts may be obtained from the office of the Architect upon receipt of a refundable deposit, by cash or check, in the amount of $50 for one set. Contractors may be mailed sets for a non-refundable $15 fee. Electronic documents may be obtained by email free of charge.
E. No partial sets will be distributed by the Architect or Construction Manager.
F. Refer to other bidding requirements described in Document 00 2113 - Instructions to Bidders.
G. Submit your offer on the Bid Form provided. Bidders may supplement this form as appropriate.
H. Deposits will not be returned to contractors who do not submit a bid.
I. Your offer will be required to be submitted under a condition of irrevocability for a period of 30 days after submission.
J. PREVAILING WAGES: Contractors will be required to comply with all laws, including those relating to prevailing rate of wages of the various classes of work to be performed under the proposed contract as determined by the Illinois Department of Labor, in accordance with Federal Labor Standards provisions, US Dept. of Labor.
K. Bid Stipulations:
1. The successful Bidder will be required to furnish a satisfactory Performance Bond and Labor and Material Payment Bond for the full amount of the bid accepted.
a. The Performance Bond and Labor and Material Payment Bond forms shall be AIA Document A311 - "Performance and Payment Bond" and AIA Document A311 - "Labor and Material Payment Bond".
2. The Owner reserves the right to reject any or all bids or waive any informality in any bid and to accept any bid considered advantageous to the owner.
