REQUEST FOR COMPETITIVE BIDS

HVAC AND STRUCTURAL CONTRACTORS NEEDED

The East Central Illinois Community Action Agency (ECICAA) will be accepting proposals from contractors interested in participating in the Illinois Home Weatherization Assistance Program during the period of July 1, 2019 through June 30, 2020. ECICAA will conduct an informational meeting on October 26, 2018 at 10:00 a.m. for all interested parties. The informational meeting will be held at the ECICAA office located at 56 North Vermilion Street, Danville, IL 61832.

All Contractors interested in submitting a proposal MUST BE PRESENT at the meeting. Contractors should call our office at (217)554-9113 or email eklein@comaction.org by 12:00 p.m. on October 24, 2018 to register their company name. The purpose of this meeting is to explain the Illinois Home Weatherization Assistance Program and to disseminate bid packets to be completed by the contractor. The contracted work will be done in Vermilion, Ford and Iroquois counties, with separate bids for each county. All contractors who attend will be given a contractor pre-qualification application, labor specification list, and a bid package. All bids are due by 12:00 p.m. November 2, 2018 at the ECICAA office located at, 56 North Vermilion Street, Danville, IL 61832. Only those attending the meeting will qualify to submit a proposal. Proposals will be evaluated, scored and the contract will be awarded to the contractor whose proposal is most advantageous for the Illinois Home Weatherization Assistance Program and ECICAA.

Examples of procedures are installation of weather-stripping, caulking, insulation, windows and door repair/replacement, furnace retrofit, repair/replacement, water heater replacement, and minor structural repairs. NOTICE OF PUBLIC HEARING IN REGARD TO A SPECIAL USE PERMIT WITH WAIVERS UNDER THE PROVISIONS OF THE CHAMPAIGN COUNTY ZONING ORDINANCE.

Prairie Solar 1, LLC, via agent Patrick Brown, Director of Development for BayWa r.e. Solar Projects LLC, and the participating landowners listed below have filed a petition for a Special Use Permit with Waivers under the provisions of the Champaign County Zoning Ordinance on property in unincorporated Champaign County. The petition is on file in the office of the Champaign County Department of Planning and Zoning, 1776 E. Washington Street, Urbana, Illinois.

Prairie Solar 1, LLC is a Delaware limited liability company wholly owned by BayWa r.e. Development, LLC, with Chief Executive Officer, Jam Attari; Chief Financial Officer, William Gulley; and Chief Operating Officer, David Sanders, all with offices at 17901 Von Karman Ave. Ste. 1050 Irvine, CA 92614.

A public hearing will be held Thursday, November 1, 2018 at 6:30 p.m. prevailing time in the Lyle Shields Meeting Room, Brookens Administrative Center, 1776 E. Washington Street, Urbana, IL, at which time and place the Champaign County Zoning Board of Appeals will consider a petition to:

Authorize a Utility-Scale PV Solar Farm with a total nameplate capacity of 150 megawatts (MW), including access roads and wiring, in the AG-1 Agriculture Zoning District, and including the following waivers of standard conditions:

Part A: A waiver for a distance of approximately 2,475 feet between a PV Solar Farm and a municipal boundary in lieu of the minimum required one-half mile (2,640 feet), per Section 6.1.5 B.(2)a. of the Zoning Ordinance.

Part B: A waiver for a distance of 1,175 feet between a PV Solar Farm and the CR Conservation Recreation Zoning District in lieu of the minimum required one-half mile (2,640 feet), per Section 6.1.5 B.(2)b.

Part C: A waiver for not providing a Decommissioning and Site Reclamation Plan that includes cost estimates prepared by an Illinois Licensed Professional Engineer prior to consideration of the Special Use Permit by the Board, per Section 6.1.1 A.3.

Part D: A waiver for not entering into a Roadway Upgrade and Maintenance Agreement or waiver therefrom with the relevant local highway authority prior to consideration of the Special Use Permit by the Board, per Section 6.1.5 G.

Other waivers may be necessary.
