INVITATION FOR BIDS
The Housing Authority of Piatt County will receive sealed bids for exterior renovation of twelve units located at 521-523 S. Jefferson Street and 106-122 W. Park Street in Cerro Gordo, Illinois site and window replacement for twelve (12) units at Hammond site located at 105 W. First Street, 106 W. First Street and 202 S. G Street, Hammond, Illinois. An alternate bid for window replacement in the management office located at 103 W. First Street, Hammond, Illinois is included in the bid invitation.
The project at Hammond consists of vinyl window replacement in three (3) single story buildings. Exterior renovations at Cerro Gordo consists of five (5) duplex buildings and two (2) single family residences, including replacement of vinyl siding, downspouts, exterior entry doors, storm doors,
gable vents, porch column cladding, new address numbers and installation of Housing Authority furnished exterior light fixtures.
The Housing Authority intends to award a single lump sum contract for the work associated with the lowest Base Bid and Alternate Bid.
The Housing Authority of Piatt County will receive sealed bids for the above contract work until 2:00 p.m. prevailing time on Thursday, October 15, 2015 at the office of the Housing Authority of Piatt County, 103 W. First Street, Hammond, Illinois 61929, at which time and place all bids will be publicly opened and read aloud.
A Pre-Bid Meeting will be held at 10:00 A.M., on Tuesday, October 6, 2015 in the Management Office located at 103 W. First Street, Hammond, Illinois 61929. After the meeting, attendees will have the opportunity to see inside of each building type of occupied units at Hammond and Cerro Gordo. Contractors will be given the opportunity to walk around the exterior of both sites to evaluate the exterior building conditions.
Copies of the Bid Documents, one (1) set maximum may be obtained at the Housing Authority of Piatt County management office, by depositing $75.00 per set and a separate check for $12.00 to handle shipping costs. All checks shall be made payable to the Housing Authority of Piatt County. Plan deposits will be refunded within 10 days after the award of a contract, if the project manual and drawings are returned in good condition.

In accordance with Clause No. 9, Bid Guarantee, of the Instructions to Bidders, all bids must be accompanied by a negotiable bid guarantee in the form of a certified check or bank draft, payable to the Housing Authority of Piatt County, U.S. Government bonds at par value, or a satisfactory bid bond executed by the Bidder and acceptable sureties in an amount equal to five percent (5%) of the bid shall be submitted with each bid.
The surety company must be authorized to do business of Illinois and must be acceptable to the Government. If the bid guarantee is not submitted with the bid, the PHA will reject the bid.
The successful bidder will be required to furnish and pay for a satisfactory Performance and Payment Bond or bonds, or furnish a 20 percent cash escrow or a 25 percent irrevocable letter of credit acceptable to the Housing Authority all accordance with Clause No. 10, Assurance of Completion, of the HUD Form 5369, Instructions to Bidders.
Attention is called to the provisions for Equal Employment Opportunity. The successful bidder must agree to conform to the current rules and regulations of the Equal Employment Opportunity Commission.
Contractors shall make payment of not less than the minimum prevailing wages as set forth in the Davis-Bacon General Wage Decisions, which must be paid to all workers performing work on the project sites.
The Housing Authority reserves the right to accept or reject any and all bids and to waive any informality in the bidding. The Housing Authority of Piatt County is an Equal Opportunity Employer.
No bid shall be withdrawn for a period of sixty (60) calendar days, subsequent to the opening of bids without the written consent of the Housing Authority of Piatt County.
