The Village of Rantoul (Village) will accept sealed Proposals for Request for Proposals (RFP) for Advanced Metering Infrastructure (AMI) Electric and Water Meter Installation. Proposals will be received at 333 S. Tanner, Rantoul, IL 61866 until 4:00 PM prevailing time on August 29, 2016.
Notice of Intent to Respond and the non-disclosure agreement (NDA) for details on Village meter locations and other data must be received by the Village at 333 S. Tanner, Rantoul, IL by August 1, 2016.
All forms are included in bidding documents and are available at the above address or on the Village website at http://www.myrantoul.com/government/purchasing/index.html. Bidders shall comply with all requirements of bidding documents and shall submit all pertinent supplemental documentation per instructions.
The Village will make final selection of the vendor to perform the proposed services after August 29, 2016. The Village reserves the right to cancel any and all solicitations and to accept or reject in whole or in part, any and all proposals when it is in the best interest of the Village.
The Village may elect to cancel any and all solicitations, reject potential bids, and to waive bid defects when such action is deemed in the best interest of the Village. This determination will be at the sole discretion of the Village and/or its representatives.

25 kW Solar Photovoltaic Array
Applied Technologies Center
The Board of Trustees of Community College District No. 505, Parkland College, Counties of Champaign, Coles, Dewitt, Edgar, Ford, Iroquois, Livingston, McLean, Moultrie, Piatt, Vermilion and the State of Illinois, requests proposals from qualified solar photovoltaic installation professionals for design and installation of a new 25 KW solar photovoltaic ballasted array atop the TPO-covered roof of the Parkland College Applied Technology Center building located at 2400 W. Bradley Avenue, Champaign, Illinois, 61821.
Parkland College is a two-year community college of higher education. It is a non-profit entity supported by State and local funding including student tuition and fees. Administrative offices and most records are located at 2400 W. Bradley Ave., Champaign, IL 61821. The college is comprised of approximately 1,000,000 square feet of assignable space and 260 acres of campus sites, and has an enrollment of over 14,000 students.
Parkland College was constructed beginning in the late 1960’s and opened for class in the fall of 1973. Since that time there have been several additions to the original structure, both in attached structures and in standalone facilities. The College is currently completing a Campus Master Plan that has included several building additions, internal remodeling, improving mechanical systems and upgrading existing systems from improved efficiencies in areas of sustainability and reductions in greenhouse gases.
The College has installed a solar PV system on the Noel Agricultural facility in 2014. In keeping with the College’s intent to work towards reducing electrical purchases and reducing the carbon footprint, a second solar PV system will be installed on the Applied Technology Center facility. This facility was opened for classes in 2012 and is used almost entirely for Engineering Science and Technologies functions.
Installation and operation of the photovoltaic array are expected to serve an educational role for the College. As part of that effort, the installation team will collaborate with college personnel to allow site visits and photography of the installation as well as provide clear documentation of the system and performance characteristics to help support use of the system as a teaching tool.
Scope of Services
The chosen supplier/installer will provide the scope of work, but not be limited to the following:
Schematic Design and Specification
Construction Documents and shop drawings
Supply of all equipment and all installation services
Warranty for installation services
Provide access to website account to monitor, analyze, display historical/live data
Proposals must be submitted no later than 5 p.m. August 26, 2016 (local time). All proposals will be delivered to Parkland College, 2400 W. Bradley Ave., Champaign, IL 61821, room X-108, attention to Jim Bustard. Qualification submittals should be clearly marked “ATC Solar PV Proposals”.

Selection of supplier/installer will be based on the following criteria to:
Ability to perform the required work in a timely manner and within the anticipated schedule set by the College
Prior experience in the design and installation solar PV systems
Past project experience and adequacy of performance with other clients
Experience of assigned individuals
Quality of materials submitted for use on the project
Understanding of project and scope
Instructions for Proposal Submission
All submittals shall include three copies of the responder’s proposal. Proposals shall include:
A listing of specific materials to be used on the project for solar panels, inverters and related equipment
A listing of subcontractors to be used on the project
A listing of previous projects of similar size and design along with contact information of representative
A list of personnel to be used on the project along with past experience on similar projects
An executive summary of the understanding of the project and how it will be constructed and
A cost proposal that will be acceptable for a minimum of 60 days from the date of submission
Proposals may be judged nonresponsive and thus be removed from consideration for failing to meet any of the RFP requirements contained herein.
