Park Hills & East Tincup Road
Sealed lump sum bids for the construction of the Park Hills & East Tincup Road Water Mains will be received by the Sangamon Valley Public Water District, at the District’s offices, 709 North Prairieview Road, Mahomet, Illinois 61853, until 2:00 P.M. Local Time on Thursday, November 12, 2015, at which time the Bids received will be opened and read aloud. Bids received after the closing time will not be accepted and will be returned unopened. Bids transmitted by the U.S. Postal Service or private courier shall be identified on the outside of the envelope with the phrase: “BID ENCLOSED for Park Hills & East Tincup Road Water Mains”, and should be addressed to: General Manager, Sangamon Valley Public Water District, P. O. Box 285, 709 North Prairieview Road, Mahomet, Illinois 61853. The Project is described as follows:
The project consists of two segments: The first segment is the East Tincup Road Water Main which consists of installing 547 L.F. of new Owner-furnished 6” diameter water main, valves, fittings, a tapping sleeve and valve, and one fire hydrant. The second segment is the Park Hills Water Main Reinforcement which consists of installing 4,775 total L.F. of new Owner-furnished 8” diameter water main, valves, fittings, and fire hydrants and 96 L.F. of Owner-furnished 16” casing pipe that is to be directionally drilled. Included in this segment is the horizontal directional drilling of approximately 645 L.F. of pipe that is included within the total aforementioned footage of 8” water main. The project also includes site work, pavement removals and replacements, seeding, and other items of construction.

LEGAL PROVISIONS: The Contractor and subcontractors shall conform to the “Public Works Preference” Act (30 ILCS 560/1 et. Seq.). The Contractor shall also comply with the Illinois Prevailing Wage Act, the Veteran’s Preference Act, the Employment of Illinois Workers on Public Works Act, and the Illinois Human Rights Act.
WAGE RATES: The Sangamon Valley Public Water District has established the rates for the various classifications of workers and crafters on the proposed improvements, with said rates being as required by the Illinois Department of Labor for the county within which the work will be performed. A copy of the applicable wage rates for the area in which the work is to be completed is included in the Project Manual. The CONTRACTOR and all subcontractors shall pay wages to laborers and mechanics at a rate not less than the minimum wages specified in the Prevailing Wage Determination issued by the Illinois Department of Labor. In addition, CONTRACTOR shall provide certified payroll on a monthly basis and retain said payroll records for not less than three (3) years after the OWNER has made final payment on the project.
PRE-BID CONFERENCE: A non-mandatory Pre-Bid Conference will be held on Thursday, November 5, 2015 at 2:00 P.M. local time at the District’s Offices at 709 North Prairieview Road, Mahomet, Illinois 61853, to familiarize Bidders with this Project.
BID SECURITY: Bid Security in the amount of not less than 5% of the Bid shall accompany each Bid in accordance with the Instructions to Bidders.
CONTRACT SECURITY: The Bidder to whom a Contract is awarded shall furnish a Performance Bond and a Payment Bond each in an amount equal to the Contract Price.
BID REJECTION/ACCEPTANCE: The Sangamon Valley Public Water District reserves the right to reject any or all bids and to waive any informalities in bidding. A Bidder may withdraw from the possession of the District his or her submitted bid only prior to the previously-stated closing time for receipt of the bids.
BID WITHDRAWAL: No Bid shall be withdrawn for a period of 60 days after the scheduled opening of the bids without the consent of Owner.
