Invitation for Bids
The Housing Authority of the City of Danville (DHA) will accept sealed bids for the construction of a security fence at the east property line of the Fair Oaks development. The fence will be installed for the purpose of enhancing security within the development by reducing access to the site.
Bid documents including instructions to bidders detailing the proposed work and associated requirements will be available at the DHA Central Office located at 1607 Clyman Lane in Danville, IL. After 9:00 a.m. local time on September 9, 2014. Documents may also be requested by contacting RW Kobel at (217)444-3111 or by e-mail at firstname.lastname@example.org. No partial; sets will be distributed. No deposit for documents will be required. Qualified resident owned and minority or women owned providers are encouraged to submit bids.
A pre-bid conference will be held at 10:00 a.m. local time on September 23, 2014 to review documents, discuss the bidding process, and answer provider questions regarding specific requirements of the project. Minutes of the pre-bid meeting will be distributed to all plan holders by the DHA. Attendance by potential bidders is not required but is strongly recommended. Failure to attend will not absolve the provider of any responsibility for errors or omissions.
Sealed bids must be clearly marked as “Bid-DHA Fair Oaks Fence”. Bids will be due no later than October 21, 2014 at 2:00 pm local time. They will be opened at that time and read aloud publicly. Bids received after that date and time will be returned unopened to the bidder. The DHA reserves the right to reject or accept bids and award a contract based on the Procurement Policy of the DHA and the best interests of the Authority.
A bid security in the form of a bid bond for an amount equal to fifteen percent of the bid amount will be required. A Performance/Payment Bond for one hundred percent of the bid amount will be required. Bids will be submitted under a condition of irrevocability for a period of sixty days after the bid opening.
This project will be federally funded and subject to all regulations as reflected in the procurement policy of the DHA including those related to wages, overtime payments, nondiscrimination/ equal opportunity rules, and “Section 3 of the Housing and Urban Development Act of 1968”.
