California Ridge ITA Public Notice
California Ridge Wind Energy LLC (CRWE) has applied to the Illinois Department of Natural Resources (IDNR) for Incidental Take Authorization regarding the black-billed cuckoo related to the operation of its California Ridge Wind Energy Project located in Champaign and Vermilion Counties; just north of the town of Royal and just southwest of the town of Collision, Illinois. The Middle Fork of the Vermilion River is located just to the east of the Project; Highway 49 bisects the Project, and Country Roads 10, 38 and 22 also intersect portions of the Project. The area where potential mitigation is being considered is located in the state-managed Little Vermilion River Land and Water Reserve, which is located just south of the city of Georgetown in Vermilion County, on wooded land just east of the Vermilion River.

Turbine operation is the only activity that is expected to result in mortality of black-billed cuckoo, which is listed by the State of Illinois as threatened. CRWE is requesting authorization to take up to 50 black-billed cuckoos over the remaining 25 year life of the project, based on an expected annual take of up to 2 black-billed cuckoos per calendar year.
CRWE has prepared a Conservation Plan for public viewing, which outlines measures to minimize and mitigate the effects of the project on black-billed cuckoo. These include:
1. Project design minimized impacts to black-billed cuckoo habitat
2. Turbine blades remain feathered below manufacturer’s rated cut-in speed, reducing the amount of time when blades are actively spinning
3. Implementing a post-construction monitoring plan over the life of the Project to track compliance with take authorization in the Conservation Plan
4. Implementing an adaptive management process to allow CRWE to work with IDNR if results indicate that the take levels authorized may be exceeded
5. Completing breeding surveys for the black-billed cuckoo in the Vermilion River and Little Vermilion River Conservation Opportunity Area, in order to gather useful information that will inform DNR management decisions to help conserve, protect and enhance black-billed cuckoo habitat and populations in the state.
