TO ALL INTERESTED AGENCIES, GROUPS, AND PERSONS:

The above-named City of Champaign, Illinois proposes to request the U.S. Department of Housing and Urban Development to release Federal funds under Title I of the Housing and Community Development Act of 1974 (PL 93-383) for the following project:

2018-19 CDBG Entitlement Program

Champaign, Champaign County, Illinois

The purpose of these projects is to assist in the alleviation or elimination of conditions of slum and blight, and to assist low and moderate income persons, or persons principally located within the City’s designated target areas.

The City of Champaign will receive a Community Development Block Grant (CDBG) entitlement award of $832,235 in funds from the federal government for FY 2018/19

As outlined in the 2018/19 Annual Action Plan, the City of Champaign has allocated CDBG funds to the following programs and activities:

*Rehabilitation Expenses

*Lead-Based Paint Equipment/Supplies/Testing

*Minor Home Repair Program

*Home Accessibility Retrofit Program

*Senior Home Repair Service

*CommUnity Matters Program

*Neighborhood Revitalization

*Neighborhood Wellness Infrastructure

*Administration and General Program Management

An Environmental Review Record regarding the stated projects has been made by the above-named City of Champaign, which documents the environmental review of the project, and more fully sets forth the reasons why such statement is not required. This Environmental Review Record is on file at the above address and is available for public examination and copying, upon request, in the Neighborhood Services Department, 102 North Neil Street, Champaign, Illinois between the hours of 8:00 a.m. and 5:00 p.m.

No further environmental review of such project is proposed to be conducted prior to the request for release of Federal funds.

All interested agencies, groups, and persons disagreeing with this Finding of No Significant Impact decision are invited to submit written comments for consideration by the City of Champaign to the Neighborhood Programs Division of the Neighborhood Services Department at 102 North Neil Street, Champaign, Illinois. Such written comments should be received at the Neighborhood Programs Division of the Neighborhood Services Department at 102 North Neil Street, Champaign, Illinois on or before June 25, 2018. All such comments so received will be considered and the City of Champaign will not request the release of Federal funds or take any administrative action on the project prior to the date specified in the preceding sentence.

Notice of Intent to Request Release of Funds

TO ALL INTERESTED AGENCIES, GROUPS, AND PERSONS:

On or about June 25, 2018, the City of Champaign will request the U.S. Department of Housing and Urban Development release federal funds for the project described above. The City of Champaign is certifying to HUD that the City of Champaign and Dorothy A. David in her official capacity as City Manager, consent to accept the jurisdiction of the Federal courts if an action is brought to enforce responsibilities in relation to environmental reviews, decision making, and action; and that these responsibilities have been satisfied. The legal effect of the certification is that upon its approval, the City of Champaign may use the CDBG funds, and HUD will have satisfied its responsibilities under the National Environmental Policy Act of 1969. HUD will accept an objection to its approval of the release of funds and acceptance of the certification only if it is on one of the following bases: (a) that the certification was not in fact executed by the chief executive officer or other officer of applicant approved by HUD; or (b) that applicant’s environmental review record for the project indicates omission of a required decision, finding, or step applicable to the project in the environmental review process. Objections to the Release of Funds must be prepared and submitted in accordance with the required procedure (4 CFR Part 58), and may be addressed to HUD at Region V Office, Attn: Environmental Office, 77 West Jackson Blvd., Chicago, Illinois 60604. HUD will not consider objections on basis other than those stated above. No objection received after July 7, 2018 will be considered by HUD.

To the Electric Patrons of

Ameren Illinois Company d/b/a Ameren Illinois:

Ameren Illinois (or the Company) hereby gives notice to the public that on June 1, 2018, it filed with the Illinois Commerce Commission (Commission) proposed changes in its rates and charges for approved Energy Efficiency and Demand-Response Measures (EDR) throughout its territory in Illinois pursuant to its Rider Energy Efficiency and Demand Response Investment (Rider EE) tariff in Docket No. 18-1100. The changes to Rider EE are applicable to Ameren Illinois Rate Zones I, II and III.

A copy of the proposed change in schedule may be inspected at the Ameren Illinois offices at 300 Liberty Street, Peoria, Illinois or online at

www.icc.illinois.gov/e-docket/.

Customers should be advised that the Commission may alter or otherwise amend the rates or conditions of service after hearings are held pursuant to 83 Ill. Adm. Code Part 200, and may increase or decrease individual rates in amounts other than those requested by Ameren Illinois.
