The Champaign County Board, Urbana, Illinois will receive sealed stipulated sum proposals for the Champaign County Courthouse Window Replacement located at 101 East Main Street, Urbana, Illinois.
Bids will be received at the Brookens Administrative Center, 1776 East Washington Street, Urbana, Illinois. 61802, up to 2:00 p.m. local time on Monday, May 18, 2015, at which time they will be opened and publicly read aloud.
Champaign County Board reserves the right; to reject any or all proposals, waive any or all irregularities, to negotiate for the modification of any proposal with the mutual consent of the Contractor, to re-advertise for response if desired, and to accept the proposal which in the judgment of the Champaign County Board provides the best solution and in the best interest of the County.
i. Champaign County retains the authority to eliminate any service features that are deemed too costly or unnecessary.
ii. The County may seek clarification from a Contractor at any time and failure to respond promptly is cause for rejection.
iii. The County may require submission of best and final offers. The County reserves the absolute right to conduct such investigations as it deems necessary to assist in the evaluation of any proposal and to establish the experience, responsibility, reliability, references, reputation, business ethics, history, qualifications and financial ability of the proposed awarded Contractor. The purpose of such investigation is to satisfy the County that the Contractor has the experience, resources and commercial reputation necessary to perform its obligations under the Contract.
DESCRIPTION OF WORK
Work includes removal of existing windows and panning. Replacement of existing windows and panning and repair touch-up of existing interior finishes.
The project will be constructed under a single general contract.
Prevailing Wage Act: For applicable projects, the awarded Contractor and any sub-awarded Contractor associated with this project must pay applicable prevailing wages as dictated by the Prevailing Wage Ordinance adopted by the Champaign County Board. The current ordinance is provided. Awarded Contractor shall pay all current and applicable City, County, State and Federal Taxes, licenses and assessments, including Federal Excise Taxes, due on this project including those required by the Federal Insurance Contributions Act and the Federal and County Unemployment Tax Acts.
1. If the Champaign County Board has not determined the prevailing wage for any job classification which will be affected by the award of contract, all contracts for this project will be drawn in accordance with prevailing wage requirements of the Prevailing Wage Act, 820 ILCS 130/0.01 et seq
2. The prevailing rate of wages are revised by the Department of Labor and are available on the departments official website.
A Pre-bid Conference will be held on Thursday, May 07, 2015 at 2:00 pm prevailing time at Brookens Administrative Center, 1776 East Washington Street, Urbana, Illinois. 61802, Lyle Shields Meeting Room.
A bid bond, bank draft, or certified check made payable to the Champaign County Board in the amount of ten percent of the Base Bid proposal shall accompany each bid as a guarantee that the Bidder, if awarded the Contract, will execute the Contract and proceed with the Work. Upon failure to do so, he shall forfeit the deposit or amount of bid bond as liquidated damages, and no mistakes or errors on the part of the Bidder will excuse the Bidder or entitle him to a return of the deposit or bid bond. No Bidder may withdraw his bid for a period of 45 days after the date of opening thereof. The bid bonds or checks will, with the exception of those of the three lowest bidders, be returned seven days after the opening of bids and the remaining checks or bid bonds will be returned when the Contract is executed and bond provided.
The successful bidders will be required to furnish a Performance Bond and Labor and Material Payment Bond in form and Surety as specified and in the full amount of the contracts. Cost of such bonds shall be included in the Bidder's Proposal.
TAX EXEMPT STATUS: Champaign County is exempt from federal excise and transportation taxes. Champaign County is also exempt from payment of Illinois Sales Tax - Tax exemption identification number: E9998-5942-06.

Bidding General Contractors may obtain a maximum of three copies of the plans and specifications and bid documents for the purpose of bidding from Dean's Blueprint with a refundable deposit of $50.00 per set. Material suppliers and subcontractors are encouraged to obtain documents through the bidding contractors but additional sets are available at cost from Deans Blueprint. The deposit will be refunded in full upon the return of the plans and the specifications, in good condition, within ten days after the bid opening. The deposits of those who do not submit a bonafide bid or do not return the plans and the specifications within ten days after the bid opening will not be refunded. Members of Central Illinois Builders of AGC may substitute the CIB Request for Plans Card, which shall guarantee the deposit by CIB. Contractors are required to either phone bid document orders into Deans Blueprint or send a written request.
