ADVERTISEMENT FOR BIDS

The Village of Westville is inviting sealed Bid Proposals from interested and qualified parties for the Village of Westville Michigan Street Lift Station Replacement. Sealed BIDS will be received by the Village of Westville at the Village Hall, 201 N. State Street, Westville, IL 61883 until 12 P.M. on January 10, 2017, at which time the bids will be publicly opened and read aloud.

The work generally consists of installation of new pumps and appurtenances for the Village of Westville. The station work shall consist of new submersible pumps installed into the existing wet well vault, installation of a new valve vault, installation of a bypass connection and manhole, bypass pumping, earthwork, piping, service and controls in Westville, IL as detailed and described in the plans and specifications titled “Village of Westville Michigan Street Lift Station Replacement” prepared by Farnsworth Group, Inc. Further, each bid should include any proposed financing or payment options for the project.

The Contract Documents, consisting of Advertisement for Bids, Instructions to Bidders, Proposal, Bid Bond, General Conditions, Special Provisions, Payment Bond, Performance Bond, Notice of Award, Notice to Proceed, Change Order, Specifications, and Addenda may be examined at the following location: Office of the Engineer: Farnsworth Group, Inc., 400 West Jefferson Avenue, Suite A., Effingham, IL 62401 (217) 342-5668 and Village Hall, 201 N. State Street, Westville, IL 61883.

The Bidding Documents are available at the Engineer’s project bidding website, http://bidlist.f-w.com/. The Bidder shall register for this project at the website in order to receive a username and password to access, view and print the Bidding Documents. If you have any questions or issues accessing the Bidding Documents from the website, please contact the Office of the Engineer.

Each Bid Proposal, including financing options for said proposal, shall contain the name of every person or firm interested in the same and shall be accompanied by a certified check, bank draft, bid bond or cashier’s check payable to the order of the Treasurer of the Village of Westville in an amount equal to five percent (5%) of the total maximum bid price.

The Village of Westville reserves the right to reject all bids and waive or not waive any informality in the bids. Unless all bids are rejected, award shall be made to the lowest responsive, responsible bidder.

It is agreed that this bid may not be withdrawn for a period of 45 days from opening thereof of it will be subject to forfeit the 5% Bid Bond provided with the bid.

It is anticipated that a Notice of Award of a contract will be issued within 30-to-60 days of the date bids are received and that a Notice to Proceed will be issued within 10 days of the date of the Notice of Award if contractor provides proper insurance and bonding in a timely manner.

Work on this project is subject to the Prevailing Wage Act (820 ILCS 130). Prevailing Wages, as determined by the Illinois Department of Labor and the current Prevailing wage ordinance approved by the Village Council, shall be paid. The submission of monthly certified payrolls to the Village of Westville will be required. Work on this project is subject to the Illinois Substance Abuse Prevention on Public Works Project Act (820 ILCS 265) as enacted by P.A. 95-0635.
