The above-named City of Champaign, Illinois proposes to request the U.S. Department of Housing and Urban Development to release Federal funds under Title I of the Housing and Community Development Act of 1974 (PL 93-383) for the following project:

The purpose of these projects is to assist in the alleviation or elimination of conditions of slum and blight, and to assist low and moderate income persons, or persons principally located within the City's designated target areas.


The City of Champaign will receive a Community Development Block Grant (CDBG) entitlement award of $855,190 in funds from the federal government for FY 2019/20.


As outlined in the 2019/20 Annual Action Plan, the City of Champaign has allocated CDBG funds to the following programs and activities:

*Staff support for City Rehab Programs: $229,328

*Rehabilitation Expenses: $9,000

*Lead-Based Paint Equipment/Supplies/Testing: $9,000

*Minor Home Repair Program $150,000

*Home Accessibility Retrofit Program: $50,000

*Senior Minor Home Repair Program: $45,000

*Accessory Structure Demolition Program: $15,000

*Disposition: $15,000

*Relocation: $4,000

*CommUnity Matters Program: $128,278

*Neighborhood Revitalization: $199,546

*Administration and General Program Management: $171,038


An Environmental Review Record regarding the stated projects has been made by the above-named City of Champaign, which documents the environmental review of the project, and more fully sets forth the reasons why such statement is not required. This Environmental Review Record is on file at the above address and is available for public examination and copying, upon request, in the Neighborhood Services Department, 102 North Neil Street, Champaign, Illinois between the hours of 8:00 a.m. and 5:00 p.m.


No further environmental review of such project is proposed to be conducted prior to the request for release of Federal funds.


All interested agencies, groups, and persons disagreeing with this Finding of No Significant Impact decision are invited to submit written comments for consideration by the City of Champaign to the Neighborhood Programs Division of the Neighborhood Services Department at 102 North Neil Street, Champaign, Illinois. On or about June 28, 2019, the City of Champaign will request the U.S. Department of Housing and Urban Development (HUD) release federal funds for the project described above. The City of Champaign is certifying to HUD that the City of Champaign and Dorothy A. David in her official capacity as City Manager, consent to accept the jurisdiction of the Federal courts if an action is brought to enforce responsibilities in relation to environmental reviews, decision making, and action; and that these responsibilities have been satisfied. The legal effect of the certification is that upon its approval, the City of Champaign may use the CDBG funds, and HUD will have satisfied its responsibilities under the National Environmental Policy Act of 1969. HUD will accept an objection to its approval of the release of funds and acceptance of the certification only if it is on one of the following bases: (a) that the certification was not in fact executed by the chief executive officer or other officer of applicant approved by HUD; or (b) that applicant's environmental review record for the project indicates omission of a required decision, finding, or step applicable to the project in the environmental review process. Objections to the Release of Funds must be prepared and submitted in accordance with the required procedure (4 CFR Part 58), and may be addressed to HUD at Region V Office, Attn: Donald Kathan, CPD Director, 77 West Jackson Blvd., Chicago, Illinois 60604. HUD will not consider objections on basis other than those stated above. No objection received after July 15, 2019 will be considered by HUD.
