Sealed BIDS will be received until 2:00 P.M. prevailing time on May 24, 2017 and opened and read aloud publicly at 2:02 P.M. prevailing time on May 24, 2017 at the office of the City Engineer, 706 South Glover, Urbana, Illinois, 61802 for the 2017 CONCRETE SIDEWALK REPAIR PROJECT (City Section 16-00563-00-SW) furnishing of all materials, equipment and labor necessary complete the removal and replacement of existing concrete sidewalks with new portland cement concrete (P.C.C.) sidewalks.

Work shall also include curb and gutter replacement, driveway replacement, traffic control, restoration, and all other work related to the completion of the project. All of the sidewalks and streets under this project belong to the City of Urbana.

Each BID must be accompanied by a BID BOND payable to the City of Urbana in the amount of five percent of the total amount of the BID. The Bid Bond of the three lowest bidders for the CONTRACT will be held until receipt of a signed CONTRACT and CONTRACT BOND. All other BID BONDS will be returned after comparison of the BIDS.

A CONTRACT BOND in the total amount of the contract price with a corporate surety approved by the City will be required for the faithful performance of the CONTRACT.

Bidders must be IDOT prequalified under the Concrete Construction work category as defined in Section 650.APPENDIX A Available Work Categories in the 44 IL.ADM CODE SEC. 650.

The BID forms and plans may be examined and copies obtained at the office of the City Engineer, 706 South Glover Avenue, Urbana, Illinois 61802.

PRE-BID CONFERENCE: A pre-bid conference will be held prior to the Bid opening 10:00 A.M. prevailing time on May 16, 2017 at the office of the City Engineer, 706 South Glover Avenue, Urbana, Illinois, 61802 to familiarize Bidders with this Project.

All bidders are required to provide current financial and experience statements or other pre-qualification documents to show satisfactory evidence of the bidder's competency to perform the proposed work prior to award of CONTRACT. The award for the CONTRACT will be made to the lowest qualified bidder.

Notice of Proposed Tariff Changes

Electric Service Schedule Ill. C. C. No. 1

To the Electric Patrons of

Ameren Illinois Company d/b/a Ameren Illinois:

Ameren Illinois (or the Company) hereby gives notice to the public that on April 13, 2017, it filed with the Illinois Commerce Commission (ICC or Commission) proposed changes in its rates and charges for electric delivery services throughout its territory in Illinois pursuant to its Rider MAP-P, performance-based formula rate tariff, and updated its calculation of rates and charges per the proposed formula rate tariff. The changes are applicable to Ameren Illinois Rate Zones I, II and III, as more fully described below. The changes in rate schedule are proposed to take effect with the January 2018 billing period - after the Commission issues its final Order. The Commission has up to 240 days to complete this proceeding and issue its final Order.

This filing conforms to Illinois Public Acts 097-0616, 097-0646 and 098-0015 (the “Law”). These Public Acts also require the Company to spend $625 million in electric system modernization investments over a 10-year period. This modernization will benefit customers and create 450 new jobs during the peak program year. In addition, the Law requires the Company to meet various performance metrics intended to increase reliability, reduce outage durations and provide improved service to customers, or be subject to financial penalties.

The proposed updated formula rate revenue requirement results in an overall annual decrease of $16.3 million from the electric revenue requirement last ordered by the ICC in Docket 16-0262. Proposed rates in this proceeding will reflect rate design changes, including continued movement towards rate uniformity among the same Rate Classes in different Rate Zones.

For the DS-1 Residential Delivery Service classification, the proposed decreases in electric delivery service and Electric Distribution Tax (EDT) cost recovery revenue are 3.4, 3.7 and 3.9 percent for Rate Zones I, II and III, respectively.

The rates for delivery service and EDT cost recovery constitute only a portion of the total bill of a customer currently taking bundled electric service from Ameren Illinois or taking supply service from a third-party supplier. The following compares the Company’s proposal to the bundled bill (delivery service charges that are in effect today and purchased power charges effective through May 2017) for residential customers:

1) For a residential customer using 5,000 kWh annually (or average of 417 kWh monthly), the effect of the delivery service bill changes being proposed by the Company produces an average monthly decrease of $2.44, $2.41 and $2.43 (-4.1%, -4.0% and -4.1% monthly bill changes for bundled service) in Rate Zones I, II and III, respectively.

2) For a residential customer using 10,000 kWh annually (or average of 833 kWh monthly), the effect of the delivery service bill changes being proposed by the Company produce an average monthly decrease of $1.71, $1.65 and $1.69 (or -1.7%, -1.6% and -1.7% monthly bill changes for bundled service) in Rate Zones I, II and III, respectively.

3) For a residential customer using 18,000 kWh per year (or average of 1,500 kWh monthly), the effect of the delivery service bill changes being proposed by Company produce an average monthly decrease of $1.02, $0.91 and $0.98 (or -0.7%, -0.6%, and -0.6% monthly bill changes for bundled service) in Rate Zones I, II and III, respectively.

For non-residential customers, the proposed changes in electric delivery service and EDT cost recovery revenue for each of the three Rate Zones are as follows:

For DS-2 Small General Delivery Service classification, -2.4, -1.9 and -2.0 percent decrease for Rate Zones I, II and III, respectively;

For DS-3 General Delivery Service classification,1.9, and 2.3 percent increase for Rate Zones I, and II, respectively, with Rate Zone III decreasing -4.5 percent;

For DS-4 Large General Delivery Service classification, 9.0, 17.8 and 7.2 percent increase for Rate Zones I, II and III, respectively;

For DS-5 Lighting Service classification, 0.1 percent increase for Rate Zone I and a -13.0 and -14.9 percent decrease for Rate Zones II and III, respectively; and

For DS-6 Temperature Sensitive Delivery Service classification (customers otherwise eligible for DS-3) 9.1, 10.0 and 9.5 percent increase for Rate Zones I, II and III, respectively;

For DS-6 Temperature Sensitive Delivery Service classification (customers otherwise eligible for DS-4) 8.3, 9.9 and 9.2 percent increase for Rate Zones I, II and III, respectively;

Customers should be advised that the Commission may alter or otherwise amend the rates or conditions of service after hearings are held pursuant to 83 Ill. Adm. Code Part 200, and may increase or decrease individual rates in amounts other than those requested by Ameren Illinois
