Pavement, curb and gutter and sidewalk reconstruction, Class B patching.

Copies of the Plans and Contract documents are available as follows: Copies of the Plans and Proposed may be purchased from the office of ESCA Consultants, Inc. at a price of $100. Payment shall be in cash, bank draft or moneoy order, payable to ESCA Consultants, Inc. Payments are nonrefundable. The Plans and Proposal documents may be examined at ESCA's office during regular business hours.

Each bid shall be accompanied by an acceptable form of Bid Guaranty in an amount equal to at least TEN PERCENT (10%), as a guarantee that if the bid is accepted, the bidder will execute the contract and all other Contract Documents and file acceptable contract bond and proof of insurance within fourteen (14) days after the award of the contract and prior to commencement of work.

The City of Champaign, Illinois reserves the right to reject any or all bids or portions thereof and to waive any formality or technicalitiy in any bids in the interest of the City. The criteria for selection of the lowest responsible bidder are set forth in Section 12.5-38 of the Champaign Municipal Code, 1985, as amended and the bid documents.

The contractor shall comply with the Illinois Prevailing Wage Act, the Veteran's Preference Act, the Employment of Illinois Workers on Public Works Act, the City's Equal Opportunity in Purchasing Ordinance and the Illinois Human Rights act.

If federal funds are used to finance this project, the conractor shall comply with the Davis-Bacon Act.

The Village of Fisher (“Village”) has entered into an agreement to sell substantially all of the assets of the Village’s Water system to Illinois-American Water Company (“Illinois-American”) for the amount of $3,700,000.00 and its wastewater system for $3,100,000.00 plus reimbursement of certain costs. The current monthly water bill for Village water system customers using 1,000 gallons of water per month is approximately $7.95. Subject to approval by the Illinois Commerce Commission, after sale to Illinois-American, the average water bill for customers using 1,000 gallons per month, under current Illinois-American rates, would be approximately $31.42 per month, including a fire protection charge, an infrastructure surcharge of 1.12%, the 0.1% Illinois Commerce Commission gross revenue tax, and the 3% Fisher franchise fee collected on behalf of the Village. The current monthly sewer bill for Village wastewater customers using 1,000 gallons of wastewater per month is approximately $7.95. After sale to Illinois-American, the average sewer bill for customers using 1,000 gallons per month, under current Illinois-American rates, would be approximately $14.51 per month, including the 0.1% Illinois Commerce Commission gross revenue tax.

After the acquisition, customers can manage their account and pay their bill online via Illinois-American’s website. Bills can also be paid by mail, automatic payment, phone, or at an authorized payment location. Customers having trouble paying their bill by the due date can work with customer service representatives on a payment arrangement. Illinois-American also offers customers an emergency assistance program, the H2O Help to Others Program, which is administered by the Salvation Army and supported by company contributions and customer voluntary donations.
