Sealed Bids for the construction of the Broadway and Reynolds Streets Water Main Replacement will be received by The Village of Tolono, IL at Village Hall, 507 W. Strong St., PO Box 667, Tolono, IL 61880 until 10:00 a.m. Local Time on the 2nd day of May, 2019 at which time the Bids received will be opened and read aloud. The project is described as follows:

The project consists of supplying the labor, equipment, and materials necessary to install, approximately 2,030 lineal feet of new 6-inch water main. The work also includes furnishing and installing gate valves, valve boxes, fittings, hydrants, tracer wire, meter pits, and other appurtenances. Performing various related site restoration tasks including: backfilling, testing of backfill compaction, pavement removals and replacements, traffic control, pavement testing, water main disinfection, testing, and seeding.

LEGAL PROVISIONS: The Contractor shall give all notices required by and shall comply with all local, state, and federal laws and regulations applicable to the performance of public works projects funded with local funds. These laws and regulations include, but are not limited to the Illinois Prevailing Wage Act, the Veteran's Preference Act, and the Illinois Human Rights Act. Owner is exempt from payment of sales and compensating use taxes of the State of Illinois and of cities and counties thereof on all materials to be incorporated into the Work.

WAGE RATES: Contractor shall be required to pay not less than the prevailing wage rates on the Project as established by the Department of Labor of the State of Illinois. Copies of these wage rates are in the Contract Documents.

BID WITHDRAWAL: No Bid shall be withdrawn for a period of 60 days after the scheduled opening of the bids without the consent of Owner.

The project includes the following:

Central High School - Phase 3 Asbestos Abatement - Provide all material, labor, and equipment to remove and dispose of asbestos containing window glazing, glue pads, floor tile, and floor tile mastic in various locations throughout the school.

Contractors may obtain one (1) hard copy of the Bid Documents with a refundable deposit of $50 per set, made payable to Champaign Unit 4 School District. Additional copies of the Bid Documents may be purchased at a non-refundable cost to the Contractor. Bid Documents are also available for viewing online at Dean's Digital Plan Room. Shipping costs for Bid Documents are the responsibility of the Contractors.

Plan deposits will be refunded in full upon the return of the Bid Documents, in good condition, within ten (10) days after the bid opening. The deposits of Contractors who do not submit a bona fide bid or do not return the Bid Documents within ten (10) days after the bid opening will not be refunded.

MANDATORY PRE-BID MEETING: April 30, 2019 at 3:00 pm at O'Shea Builder's Office located at 502 West Clark Street, Champaign, IL. All bidders are required to attend the Pre-Bid Meeting and to participate in a walk-thru of the facility.

BID DATE: May 7, 2019 at 2:00 pm at the Administration Center, 502 West Windsor Street, Champaign, Illinois 61820. No bids will be accepted after that date and time. Immediately after the closing time for receiving bids, they will be publicly opened and read aloud at the Administrative Office.

Contractor and Subcontractors shall include in bids, the cost for the current prevailing wage (Illinois Prevailing Wage Act - 820 ILCS 130/0.01 et seq.).  The Contractor shall ensure that any Subcontractors shall comply with the Illinois Prevailing Wage Act.

Other pertinent information applicable to the form of the Bid, the manner of its submission, and the documents which must accompany it are included in the Specifications and other Contract Documents.
