WEATHERIZATION PROGRAM BID NOTICE

Champaign County Regional Planning Commission is now accepting bids from Mechanical contractors for labor and materials. All bids must be submitted using the Champaign County Regional Planning Commission’s bid packet and must be marked “SEALED BID”. Bid packets will be issued to any contractor/supplier who requests a packet in person at Champaign County Regional Planning Commission. Requests may also be made in writing and should be sent to Champaign County Regional Planning Commission, 1776 East Washington, Urbana, Illinois 61802. Bid packets will be made available starting Friday, April 25, 2016. All requests for bid packets must be received in the Champaign County Regional Planning Commission’s office no later than May 5, 2016.

A bid information meeting for suppliers interested in submitting bids will be held at the offices of Champaign County Regional Planning Commission on Friday, May 3, 2016 at 1:00 P.M.

All bid packets must be completed and returned to the Champaign County Regional Planning Commission’s office no later than 12:00 PM on Friday, May 13, 2016. A public bid opening will be held on Friday, May 13, 2016 and checked for completion at Champaign County Regional Planning Commission, 1776 East Washington, Urbana, Illinois 61802 at 1:00 P.M. Winning bidders will be announced at later time.

A general description of the materials bid includes: bids to repair or replace furnaces, air conditioning systems, boilers, heat pumps, water heaters and their related parts and components.

The Douglas County Board, Tuscola, Douglas County, Illinois will receive sealed bids for:

TITLE: New Douglas County Annex Building

209 East Van Allen

Tuscola, Illinois

PROJECT DESCRIPTION: Work shall include construction of a new 3,040± s.f. single story annex building with a 1,724± s.f. basement along with associated site work at 209 East Van Allen, Tuscola, IL. All work shall be bid under one Prime Contract for all trades.

Bid Opening: All bids shall be delivered in sealed envelopes, furnished by the Contractor, to the Office of Judi Pollock, County Clerk located in Room 203 at the Douglas County Courthouse, 401 South Center Street, P.O. Box 467, Tuscola, Illinois 61953 on or before 2:00 P.M., prevailing time, Tuesday, May 24, 2016. No bids will be accepted after that time and date. Immediately after the closing time for receiving bids, they will be publicly opened and read aloud at the County Board Conference Room located in the Douglas County Courthouse.

Pre-Bid Meeting: A Pre-Bid Meeting will be held on Tuesday, May 10, 2016 at 10:00 A.M. prevailing time, in the County Board Conference Room located in the Douglas County Courthouse,401 South Center Street, Tuscola, Illinois. All attendees shall enter the main east building entrance and will be required to go through a security check and will then be directed to the Board Conference Room.

Each bid shall be accompanied by a bid deposit in the form of a certified check, cashier's check or bid bond in the amount of 5% of the largest base bid, payable to the Douglas County Board, Tuscola, Illinois. A Performance Bond and Payment Bond will be required of the bidder to whom a contract is awarded.

Only Prime Bidding Contractors requesting Bid Documents will receive set(s) along with one CD of all information with a plan deposit made payable to the A/E in the amount of $150.00 per set will be required. This deposit is refundable ONLY to those Contractors who do submit a bid and return the Bid Documents and CD in good condition within 10 days following the bid opening, or to those Contractors who do not submit a bid but return the Bid Documents and CD to the office of the A/E and are received not later than 7 days before the bid opening.

All contractors requesting Bid Documents sent to them, will be shipped via UPS Ground and the contractor shall remit a separate check (non-refundable) made payable to the A/E in the amount of $20.00 per set for shipping and handling.

All bidders are advised that the law concerning prevailing wage rates shall comply with all requirements of the Illinois Prevailing Wage Act. The latest published prevailing wage rates have been included within the Project Manual along with stipulations on updates by the Office of the State of Illinois, Department of Labor, telephone 217/782-6206.

No bid may be withdrawn for 90 days after date of opening of bids and the Owner reserves the right to waive any and all informality on bidding and the right to reject any or all bids or any part thereof and to accept the bid or bids being most favorable to the Owner after all bids have been examined and evaluated.
