CITY OF WATSEKA FLOODING APPRAISAL SERVICES

The City of Watseka requests proposals from state licensed appraisers to provide flooding appraisal services in relation to effected properties impacted by the February 21, 2018 flooding event.

Proposals will be accepted by 4:00 pm, March 11, 2019. Proposals received after that date and time will not be considered. Two copies of the proposal and the required supplemental information should be provided. All proposals should be sealed and identified on the outside as:

Proposals will be reviewed by an evaluation team selected by the City. If an interview is required, the City will contact the selected firms to schedule the interview. Proposals will be scored and ranked with the highest rated firm being awarded a contract.

PURPOSE

The purpose of this RFP is to seek proposals from qualified, State-licensed appraisal consultants to provide Appraisal Services for the City of Watseka. The appraisals will serve as a guide in flooding mitigation and recovery.

The number of appraisals is subject to change based on property owner commitment to participating in the volunteer program. It is anticipated that there will be a minimum of 35 and a maximum of 100. Should the actual number fall outside of that range, the City and Consultant would reach a renegotiated fee.

BACKGROUND

The City of Watseka, Illinois is located approximately 90 miles south of Chicago and is the county seat of Iroquois County. The City is approximately 15 miles west of the Illinois-Indiana state line on U.S. Route 24. The population of Watseka was 5,255 according to the 2010 census, a 7.3 percent decrease from the 2000 census.

Watseka is located near the center of Iroquois County, at the intersection of U.S. Route 24 and Illinois Route 1. The Iroquois River winds along the north side of the town and is joined by Sugar Creek on the west side of town. The south half of the town is in Belmont Township and the north half in Middleport Township.

SCOPE OF SERVICES

The scope of work consists of performing property appraisals for approximately 35-100 properties; the number of appraisals is subject to change based on property owner commitment to participating in the volunteer program. A final list of confidential property addresses will be supplied by the City before the agreement is executed.

The following stipulations must be used in the appraisals:

• The appraisals will only be conducted by scheduling the appraisal with the permission of each property owner. The appraisals are to be provided to the City in original form for each property. The appraisals will be used by the City to make an offer to purchase each property owner. Any requests for copies of the appraisals must be made directly to the City.

• An Illinois State Certified Residential or Certified General appraiser must perform all appraisals based on a thorough inspection of the interior and exterior of the subject properties (no windshield appraisals). At a minimum, an exterior inspection of any comparable sales utilized in the report must be performed.

• All appraisals must be completed using non-lender Residential Appraisal Report forms. Narrative only appraisals are not acceptable. Each appraisal must conform to the Uniform Standards of Professional Appraisal Practice (USPAP). Additionally, the appraisal must be performed consistent with the Uniform Relocation Assistance and Real Property Acquisition Act (49 CFR Part 24).

• Appraisals must be made for each property ownership, even if the property consists of multiple lots or parcels. Each appraisal must identify all parcel permanent identification number (PINs).

• All properties must be evaluated in a “pre-flood” condition as of the date of the flooding event. The effective date to be used for the “pre-flood” value is February 21, 2018.

• The appraiser must use a sales comparison approach to all appraisals. The cost approach to value shall also be used to support the sales comparison approach. Exception: Sales comparison/market approach to be used on all reports. On improved properties, cost approach will be used in addition to sales comparison/market approach. Any subjects which are determined to be vacant land will employ to sales comparison/market approach only. The cost approach is typically not germane in vacant land appraisals.

• The appraiser must be able to substantiate the values used for the sales of all comparable sales and documentation of sales if requested by the City.

• Site value adjustments must be made for any comparable sales that are not located in a floodplain when the subject property is located in a floodplain. Other adjustments for lot size, improvements, basements, etc. will be made as usual. All adjustments must be supported by market evidence contained in the report.

• The final estimated retrospective value must be clearly indicated on the appraisal in addition to the indicated values by sales comparison approach and the cost approach. Any personal property that is typically removed by the occupant upon departure should not be included in the final value of the property.

• All appraisals must clearly indicate the estimated Retrospective Market Value (RMV).

• The appraiser will be responsible for contacting each property owner to schedule the appraisal and gain access. The property owner or their representative must be given an opportunity to provide a tour of the subject property. A statement indicating whether the owner/representative of the property did or did not accompany the appraiser must be contained in the appraiser's certification. Contact names and telephone numbers of the property owners will be provided by the City. Completed appraisals should be submitted to the City as they are finished, rather than all at once at the end.

• Provide copies of all documents in hard copy and electronic format.

PROPOSALS

The following information should be included under the title “WATSEKA FLOODING APPRAISAL SERVICES RFP RESPONSE”:

1. Name of proposer

2. Proposer address

5. Name, title address, telephone number, fax number, and email address of contact person authorized to contractually obligate the Proposer on behalf of the proposer.

Proposers should order responses as the questions are presented herein. Interested proposers are invited to submit proposals that contain the following information:

1. Introduction (transmittal letter)

By signing the letter and/or offer, the Proposer certifies that the signatory is authorized to bind the Proposer. The proposal should include:

a) A brief statement of the proposer's understanding of the scope of the work to be performed;

b) A confirmation that the proposer meets the appropriate state licensing requirements to practice in the State of Illinois if applicable;

c) A confirmation that the proposer has not had a record of substandard work within the last five years

d) A confirmation that the proposer has not engaged in any unethical practices within the last five years;

e) A confirmation that, if awarded the contract, the Proposer acknowledges its complete responsibility for the entire contract, including payment of any and all charges resulting from the contract;

f) Any other information that the Proposer feels appropriate;

g) The signature of an individual who is authorized to make offers of this nature in the name of the
Proposer's firm submitting the proposal.


2. Background and Experience

a) Describe Proposer's firm by providing its full legal name, date of establishment, type of entity and
business expertise, short history, current ownership structure and any recent or materially significant proposed change in ownership.

b) Describe any prior engagements in which Proposer's firm assisted a governmental entity with any other projects relating to appraisals. Proposer should include all examples of work on similar projects as described in the Scope of Services. Proposer should provide the names, phone numbers, and emails of contact persons in the organizations for whom any projects referenced in this section were conducted. Proposer should include written references (letters or forms are acceptable) from previous clients attesting to the quality of work proposer cites in this section.

c) Describe any issue the characteristics of which would be uniquely relevant in evaluating the experience of Proposer's firm to handle the proposed project.

d) Provide current information on professional errors and omissions coverage carried by Proposer's firm, including amount of coverage.

3. Personnel/Professional Qualifications

a) Identify staff members who would be assigned to act for Proposer's firm in key management and field positions providing the services described in Scope of Services, and the functions to be performed by each.

b) Include resumes or curriculum vitae of each such staff member designated above, name, position, tele phone number, email address, education, and years and type of experience. Describe, for each such person, the relevant projects on which they have worked. Provide relevant names, telephone numbers, and email addresses of contact persons with the firms or organization with whom these staff members worked on similar or related projects.

4. Approach

a) Clearly describe the unique approach, methodologies, knowledge and capability to be employed in the performance of the Scope of Services.

b) Present innovative concepts, approaches, and methodologies, if any, not discussed in the Scope of Work for consideration.

5. Project Schedule

The proposal should include a general project schedule and estimated completion date with the understanding that the clients are interested in moving forward as quickly as possible with the plan.

6. Proposed Compensation

The selected Consultant will be compensated on a unit-price basis for each deliverable of definable work product delivered and on an hourly fee basis for additional services rendered.

a. Provide the firm's general fee structure for providing identified services. Any final price per task will be subject to a cost reasonableness determination and final negotiation.

b. Provide other pricing information if applicable.

c. The City is not liable for any cost incurred by any proposers prior to the execution of an agreement or contract created as a result of this RFP. The City shall not be liable for any costs incurred by the
selected consultant that are not specified in the contract.

SELECTION CRITERIA

The City of Watseka reserves the right to accept or reject any or all proposals. All proposals become the property of the City. The City shall evaluate each potential consultant in terms of:

1. Professional qualifications necessary for satisfactory performance of required services

2. Specialized experience and technical competence in the type of work required

3. Capacity to accomplish the work in the required time frame

4. Past performance on contract with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules

5. Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project.

CONTRACT DEVELOPMENT

Contract discussion and negotiation will follow award selection. Respondents must be amenable to inclusion, in a contract, of any information provided whether herein or in response to this RFP or developed subsequently during the selection process.

The contract shall not be considered executed unless signed by the authorizing representative of the City. The contract may be extended beyond the original term by agreement of both parties.

COMPLIANCE WITH LAWS

The selected firm agrees to be bound by all applicable Federal, State and Local laws, regulations and directives as they pertain to the performance of the contract.
