The Bid Opening will be on Tuesday, April 29, 2014 at 11:30 PM at the District Office, 400 E. Wabash Avenue, Rantoul, Illinois 61866. At this time the Bids will be publicly opened and read. A Performance and Payment Bond in the full amount of the contract will be required. A Bid Security of 10% of the Bid is required with the proposal. The Contractor must pay the Prevailing Wage Rates for all work per Illinois Law.

It is the policy of Rantoul City School District No. 137 to provide equal opportunity to all qualified business in the awarding of contracts and accordingly promotes the utilization of diversified businesses to the maximum extent feasible in any contract issued against this solicitation to bid.

The Owner reserves the right to reject any or all Bids, to waive irregularities in the bidding procedure, or accept the Bid that in its opinion will serve its best interest. Any such decision shall be considered final. The Owner reserves the right to set aside a Bid from a Contractor who, in the Owner's opinion, does not exhibit past experience equal to the size and scope of this project.

PREVAILING WAGE LAW: This Contract calls for the construction of a “public work,” within the meaning of the Illinois Prevailing Wage Act, 820 ILCS 130/.01 et seq. (“the Act”). The Act requires contractors and subcontractors to pay laborers, workers and mechanics performing services on public works projects no less than the current “prevailing rate of wages” (hourly cash wages plus amount for fringe benefits) in the county where the work is performed. The Department publishes the prevailing wage rates on its website at:

http://www.state.il.us/agency/idol/rates/rates.HTM. The Department revises the prevailing wage rates and the contractor/subcontractor has an obligation to check the Department's web site for revisions to prevailing wage rates. For information regarding current prevailing wage rates, please refer to the Illinois Department of Labor's website. All contractors and sub-contractors rendering services under this contract must comply with all requirements of the Act, including but not limited to, all wage, notice and record keeping duties.

The bidder shall have a written sexual harassment policy in place in full compliance with Section 2-105 of the Illinois Human Rights Act.

Notice of Public Hearing

Notice is hereby given that on May 2, 2014, at 11:30 A.M., in the offices of the Eastern Illinois Economic Development Authority (the “Authority”) at 1817 South Neil Street, Suite 100, Champaign, Illinois 61820, a public hearing will be held before the Executive Director of the Authority, or his designee, regarding a plan of finance to issue not to exceed $22,000,000 aggregate principal amount of Multifamily Housing Revenue Bonds (Providence at Thornberry Project) Series 2014 of the Authority, in one or more series (the “Bonds”), pursuant to the Eastern Illinois Economic Development Authority Act, as amended. The proceeds of the Bonds will be loaned to TBG Providence Champaign, LP, an Illinois limited partnership (the “Borrower”), and will be used to provide the Borrower with all or a portion of the costs of acquiring, constructing, renovating, furnishing and equipping (i) a 92-unit apartment complex to be known as Providence at Sycamore Hills located at 1301 North McKinley Street in the City of Champaign, Illinois on the site previously known as Dorsey Homes, and (ii) a 160-unit apartment complex to be known as Providence at Thornberry and located at 702 Cobblefield Road in the City of Champaign, Illinois (together, the “Projects”), and paying a portion of certain expenses incurred in connection with the issuance of the Bonds. The initial owner, operator or manager of the Projects will be the Borrower.

The Bonds do not constitute a debt of the Authority or of the State of Illinois within the meaning of any provisions of the Constitution or statutes of the State of Illinois or a pledge of the faith and credit of the Authority or of the State of Illinois or grant to the owners thereof any right to have the Authority or the General Assembly levy any taxes or appropriate any funds for the payment of the principal thereof or interest thereon. The Bonds will be payable solely out of the revenues and other funds and security pledged and assigned for their payment in accordance with a trust indenture and loan agreement or similar financing documents, between the Authority, the Borrower and the a corporate trustee.

The above notice of public hearing is required by Section 147(f) of the Internal Revenue Code of 1986, as amended. At the time and place set for the public hearing, residents, taxpayers and other interested persons will be given the opportunity to express their views for or against the proposed plan of financing. Written comments may also be submitted to the Executive Director of the Authority at his office located at 1817 South Neil Street, Champaign, Illinois 61820, until May 1, 2014.
