champaign library fees

They're getting pretty heated over in the story comments about this business of the Champaign library charging users from Mahomet, Savoy and Tolono. But I have what I hope is a simple question. What is the purpose of the Lincoln Trail Library System? Can Rantoul residents use the Champaign Library or people from Champaign use the one in Urbana?

In addition to a $200 annual unlimited use fee, they could offer an a la carte fee on the order of $5 per checkout which would allow for some middle ground. Of course it's their call in the end and perhaps they want to limit out-of-towner's use entirely.
