Penalty for vehicular homicide caused by distracted driving

Former Champaign mayor McCullom in a column on the editorial page today suggested there should be higher penalites for vehicular homicide.
Any suggestions as to what penalties might be appropriate ?
Register as a vehicle
Register as a vehicle offender for 10 years after release from jail and require a blinking light to adorn any car you drive to warn others of your danger?
