One City Government

As I watch the professional politicians spin, dodge, weave, as they address city budget shortfalls, I just have to wonder why they are such sacred cows.
Why does CU need 2 mayors, 2 city administrations, 2 city councils?
Would there not be significant increased efficiency if we had a single city government?
Could there be a conversation and debate about this possibility? Maybe it would be much better to make such a move.
I am in favor of a referendum on whether to continue having 2 city governments versus merging. Of course the professional politicians would never touch this. They have a self serving interest for keeping the status quo.
