Steven E. Williams, 49, pleaded guilty on Tuesday to one count of predatory criminal sexual assault of a child.

Under a plea agreement, a second charge of predatory criminal sexual assault of a child was dismissed.

How can you make a plea agreement with a monster like this, and just drop one of his charges? It is beyond me how criminals are constantly being set free, or getting minimum sentences for committing horrible crimes.
