Agreement on Ford County waste plant

The host agreement between Ford County and Eco Manufacturing would:

-- Require Eco to pay for the cleanup of hazardous waste spills in Ford County and provide an emergency response plan to Ford County's Emergency Management Agency coordinator, Dennis Higgins, and all other agencies that would require the document. Eco would also agree to train and provide education to first-responders throughout Ford County about how to handle hazardous waste spills.

-- Require trucks delivering hazardous waste to Eco's proposed facility in Gibson City to use only state highways unless given permission in advance to use township or county roads. Fines can be issued for noncompliance.

-- Require Eco to provide additional materials about recycling to the public, mainly to schools in Ford County. Eco would also provide or assist the county in providing "household hazardous waste collection days" for county residents; and those events would be used to dispose of up to 10 tons of residents' recyclable items per year through Eco's facility.

-- Allow the county to renegotiate a host agreement with Eco if the firm changes its business plan, requiring a new siting application. That includes if Eco sells its plant to another company after obtaining siting approval, or if the company is sold.

-- Require the county to offer development incentives to Eco if it offers those same incentives to a similar industrial manufacturing company.

-- Require the county not to approve any further host agreements for additional plasma-gasification companies to locate plants in Ford County if planning to recycle hazardous waste into energy. The restriction would be in place for the duration of the development process for Eco's plant.
