In 2003, Deb Kelly's 11 third-grade students in a gifted program had been studying historic buildings, and created a time capsule, contributing items of their own. As they prepare to leave high school for college, they opened the capsule.
It's said that one definition of insanity is doing the same thing over and over and expecting a different result. So perhaps another report explaining why Illinois' economy continues to struggle will attract the attention of those who have the power to change the state's economic landscape. But probably not.
