A semitrailer tractor truck on the ramp from University Avenue to westbound I-74 in east Urbana tipped over about 11:20 a.m. The ramp is closed while Illinois state troopers wait for a tow truck to move it. Oil from the rig spilled on to the road, which is being treated with sand.
