URBANA – Urbana's traffic stop report for 2005 shows that minorities were stopped at a slightly lower rate than the year before but at a higher rate than the statewide average.
The traffic stop report is required by state law and is submitted to the Illinois Department of Transportation. This is the second year the report has been compiled.
