Merger plan in '03 didn't have support

Federal prosecutors this week alleged that a close adviser and fundraiser for the governor derailed a proposal to merge the state pension systems because it could have interfered with a scheme to extort kickbacks from investment firms seeking contracts with the Teachers' Retirement System.

If Antoin Rezko was indeed trying to block the proposed consolidation, he certainly wasn't the only one.
