No funding is no problem for transit district in its infancy
CHAMPAIGN – As leader of a taxing body that cannot yet tax anyone, Edward Vaughan is running a Ma and Pa mass transit district.
He figures he's spent about $200 so far on various supplies to do things like print and send out agendas. Vaughan, an engineer who's a stickler for the Open Meetings Act, made sure to set up a series of meetings for the Champaign Southwest Metropolitan Transit District, just in case they were needed.
