Smoking ban, partisan politics factors in Champaign election
CHAMPAIGN – The indoor smoking ban was clearly was an issue in Tuesday's city council primary, but it didn't play out cleanly.
At least one council candidate said he believes partisan politics was a bigger factor, with candidates with Republican ties taking the top three spots.
