Lack of awareness, stigma prevent use of food stamps
CHAMPAIGN – Three million people in Illinois qualify for the federal food stamp program, but only half of them use it.
The numbers have been on the rise as state agencies reach out to those earning up to 130 percent of the poverty level, and as communities absorb a wave of low-income residents who moved south when Chicago's public housing projects closed.
