Progress reported on electric rate issue

SPRINGFIELD – Top utility executives and legislative leaders indicated that they were close to some sort of rate relief deal on Thursday, but refused to provide any details.

As if following a script, each participant exited a three-hour, closed-door meeting saying only that "substantial progress" had been made.
