Health proposal stalls talks
SPRINGFIELD – State budget talks resumed on Tuesday with a presentation on the same sweeping health care proposal Gov. Rod Blagojevich introduced back on March 7.
But bringing an Emory University economist, former congressman and two-time Democratic presidential candidate Dick Gephardt and several labor leaders to the talks did not appear to move the process forward.
