Lawmakers refuse to act on gun-control legislation

State Rep. Harry Osterman, D-Chicago, who sponsored the bill to ban high-capacity ammunition clips, refused to call it for a vote. He said the measure did not have enough support to pass the House right now, and lawmakers should stay focused on the budget.
