Animal welfare activists plan low-cost spay and neuter clinic

URBANA – Cats have many wonderful qualities – restraint in matters of reproduction isn't one of them, though.

The major reason for the overabundance of cats and kittens – animal shelters never seem to have a shortage – is they are not being spayed or neutered.
