Lipscomb released from jail after judge denies state petition
URBANA – After 20 years in custody, Vincent Lipscomb of Champaign walked out of the Champaign County Courthouse shortly after 3 p.m. today without chains or guards at his side.
Champaign County Judge Harry Clem dismissed the state's petition to have the 38-year-old declared a sexually violent person in the wake of a jury's inability earlier this month to reach a unanimous verdict on that question.
