Conlin ends long career with mental health, disabilities groups
URBANA – Champaign County taxpayers who shell out $6 million to support mental health and disability services each year owe a small debt to Bill Conlin.
Conlin for years evaluated programs funded by the Champaign County Mental Health Board and then did the same for its sister agency, the three-year-old Developmental Disabilities Board.
