Scholar: Impeachment clause wasn't given much thought
When the Illinois Constitution was rewritten in 1970, the clause on impeachment wasn't given much thought, according to one scholar involved in the process.
And Sam Gove, an adviser to the state Constitutional Convention at the time, never imagined it would be used.
