With deadline looming, no plan for state capital bill
If area state legislators are any indication, there is no consensus on what size of a statewide capital improvements plan is needed nor on how to finance it.
Lawmakers presumably have only until May 31, their scheduled adjournment date, to vote on a construction program that is still only a series of suggestions.
