Urbana council may finalize storm fee

URBANA — After months of crafting the new fee, city council members on Monday could finalize a new charge on property owners for the storm water that drains from their driveways, walkways, parking lots and the like.

The city council has already given the fee preliminary support and could formalize its approval when it meets at 7 p.m. tonight in the Urbana City Building, 400 S. Vine St.

City administrators have tweaked the proposal since its last iteration that appeared — and was supported — at an April 23 council meeting. The billing rate for residential properties has dropped to $59.28 annually, which is identical to what most homeowners are charged in Champaign and $2.52 less than what council members supported two weeks ago.

Single-family and duplex residential properties will be charged the flat rate. Other kinds of property, like multifamily residential or commercial parcels, would be charged $4.94 for every 3,100 square feet of impervious surface, which includes anything that is impenetrable to storm water. That could be surfaces like roofs and parking lots.

Under the proposal, the new fee would be effective on July 1, 2013. It is expected to generate roughly $1.7 million annually, which would be held in a special city account to be used only for upgrading and maintaining the city's storm sewers and drainage system.
