Two sex offenders arrested in sweep

Authorities have arrested two sex offenders who weren't in compliance with the law during a sweep in Ford and Iroquois Counties on Tuesday.

Federal, state and local law enforcement agencies worked together to check on about 120 sex offenders to make sure their addresses and employment were correctly reported.

State police said a juvenile sex offender was arrested for violating an order of protection and failure to report an address change. He was found living at the same residence as the person who obtained the order of protection.

The other man, 49 year-old Robby Gipson, was arrested in Arkansas after moving to that state and not reporting his change in address to either state.

State police said this is the third year in a row that authorities combined forces in Ford and Iroquois Counties to verify that every sex offender was in compliance with the Adam Walsh Child Protection Safety Act of 2006.

I thought sex offenders had something like an 88% recidivism rate.  Shouldn't there be more?!?!?!?!
