Champaign man gets probation for exposing himself to woman in Savoy

URBANA — A Champaign man who admitted he exposed himself to a woman in the parking lot of a Savoy business has been ordered to get a sex-offender evaluation.

Joe Phelps Jr., 27, who listed an address in the 500 block of Crescent Drive, was sentenced to a year of probation after pleading guilty Thursday before Judge Brett Olmstead to one count of misdemeanor public indecency.

Assistant State's Attorney Brooke Hinman said Phelps admitted that he was exposing himself as he sat in a vehicle on the morning of Dec. 22 in the TailWaggers Pet Chateau parking lot, off of East Church Street, when an employee approached.

The woman told police she thought he might have a pet to drop off but then saw what he was doing and asked him to leave. He did, and she called authorities.

When confronted later, Phelps admitted he had exposed himself to the woman.

In return for his guilty plea, another misdemeanor charge of public indecency alleging that he took part in similar activity at another location in Savoy on Dec. 8 was dismissed.

The state also agreed that it would not file charges against Phelps in connection with two additional sheriff's deputies reports in which he was listed as a suspect.

Hinman told the judge that Phelps had no prior convictions.
