Fix traffic pattern around the library

I'm glad to see that the Champaign Public Library and the city are moving to make Clara Lane – the new street that cuts through the library's block – safer for pedestrians.

While they are at it, there is another step the city can take to improve things: make Randolph and State streets two-way from (at least) Springfield south.
