Why is UI budget considered sacrosanct

Governor Quinn said that he "was able to propose a modest increase" in the University of Illinois budget and that he "sure (doesn't) want" any cuts in the university's budget. He wants to "invest in brainpower." Meanwhile, social service agencies like the Developmental Services Center, where our son is a client, may suffer huge budget cuts.

"Jobs follow brainpower," as the governor says. However, spending some time browsing through the university's online catalog easily turns up many courses, even whole programs, where brainpower requirements are surely minimal. These courses and programs exist solely for political and ideological reasons. It is difficult to imagine how such courses might lead to job creation, except for jobs teaching these same "subjects."
