State has been lax on smoke ban rules

On Jan. 1, Illinois became the 22nd state to ban smoking in all public places and places of employment. The Smoke-Free Illinois Act also bans smoking within 15 feet of all entrances and exits in public buildings or places of employment.

But the state enacted the law before establishing clear rules. The Illinois Department of Public Health and governor's office had more than five months to draft the rules, and it did not happen.
