No, Chicago only bans holding the phone while driving. Talking using a hands-free device (headset) is perfectly legal. This makes some sense. Yesterday I was watching a girl trying to talk, holding a phone in one hand, shifting gears with the other. Every time she had to change gears her truck began to drift into the oncoming lane.
Since we are on it, if Urbana wants to ban all cell phone use in cars to reduce accidents, maybe they also need to ban using cell phones while walking. The girl killed on campus was hit when she walked into traffic without looking because she was busy on her cellphone.
