Urbana council to consider budget again

URBANA — After they could not reach an agreement on Monday, city council members will take another crack at making a budget decision next week when they meet to discuss and maybe vote on the fiscal plan.

The meeting is set for 5:30 p.m. Monday in the Urbana City Building, 400 S. Vine St. That session will be followed by the council's committee of the whole meeting at 7 p.m.

As it was presented last month, the budget does not include many changes compared with last year: The general fund, which covers city operations and employee compensation, expands 0.5 percent to $32.6 million, mostly due to rising health care and pension costs for employees.

Revenues are expected to come in $1.7 million lower than expenditures, but budgeters say it is, in effect, a balanced budget because of city officials typically spend less that what is budgeted.

At issue is how the city would pay to fill two vacant police officer positions, a problem that has surfaced in recent weeks as residents of a southwest Urbana neighborhood have called on the city to provide more police coverage.

Mayor Laurel Prussing's plan is to increase parking rates on campus from 75 cents to $1 per hour, and that change will be up for preliminary approval during the council's later meeting Monday. The increase is expected to generate $105,000 in new revenue.

The other half of her plan — cutting $71,000 in funding for the Champaign County Convention and Visitors Bureau — has yet to draw support from the full council.

The budget is typically approved before the beginning of the fiscal year on July 1. Council members last week delayed the decision so they would have more time to discuss the last-minute changes.

Just tax alcohol and tobacco 4% higher than before. That should fix it.
