Beer tent permit vetoed in Tolono

TOLONO — Village President Kent Plackett has vetoed the village board's approval of a special event permit that would have allowed a downtown bar to host its second beer tent in seven weeks.

The village board on July 19 unanimously approved a special event application that would have allowed Dead Horse Lounge co-owner Steve Hillard to fence off a portion of Main Street and use a village-owned parking lot for a beer tent on Aug. 13. Hillard hosted a similar event during the Tolono Fun Day festival on June 25.

At the July 19 meeting, Plackett said the village board had received complaints from Jack's Tavern and from the Tolono Public Library about the last beer tent.

State law says that the mayor can veto all ordinances and any resolutions or motions that create a liability against a municipality, provide for the expenditure or appropriation of its money or sell any municipal property. The veto must be presented in writing at or prior to the date of the next regular meeting occurring not less than five days after passage of the action vetoed. The board's response has to take place at the next regular meeting, and to override the president's veto requires a two-thirds vote of all trustees then holding office.

Plackett delivered the veto to all trustees on July 22.

Dead Horse co-owner Tina Hillard said she and Steve Hillard had already planned to attend the next village board meeting, scheduled for Aug. 2, to request a special event permit for a beer tent during the 2012 Tolono Fun Day.

Tina Hillard said she and her husband are still planning to go ahead with the Aug. 13 beer tent.

"Officially we have not been notified (of the veto)," she said. "We've only heard about it through word of mouth."

And if the village board doesn't override Plackett's veto?

"I'm sure we'll come up with an alternate plan," Tina Hillard said.
